Most contractors book a tipper on two criteria: is one available, and what is the rate per trip. There is a third question that costs far more when it is skipped.
Ask What Carrier Licence Class the Lorry Holds
APAD defines the two classes plainly. A Lesen Pembawa ‘A’ covers a vehicle carrying goods untuk sewa atau upah — for hire or reward, in connection with a trade or business. A Lesen Pembawa ‘C’ covers a vehicle carrying barangan sendiri, the operator’s own goods.
Apply that to your site. The soil coming out of your excavation belongs to your project, not to the lorry owner. Hauling it away for a fee is carriage for hire or reward.
Why This Lands on the Main Contractor
Enforcement and site audits do not stop at the lorry owner. When a vehicle is turned away at the gate or pulled up on the road, the trucks stop moving and the excavation front backs up behind them. The programme delay sits with the main contractor, not the haulier.
Our tipper lorry runs under a Class ‘A’ carrier licence, is PUSPAKOM inspected, and passed independent DOSH third-party inspection in March 2026 with zero non-conformity and no punch list, witnessed on a live data centre site in Iskandar Puteri. Documentation copies are provided before mobilisation on request.
