Check the Carrier Licence Before You Hire a Tipper
Under APAD’s carrier licensing, a lorry that carries someone else’s material for payment needs a Carrier Licence ‘A’: in the regulator’s own wording, a vehicle carrying goods “untuk sewa atau upah” (for hire or reward). A Carrier Licence ‘C’ covers “barangan sendiri” only: the operator’s own goods.
On an earthwork job that is not paperwork trivia. The spoil leaving your site is your material, not the lorry owner’s — so hauling it for a fee is carriage for hire. APAD and JPJ enforce the classes. If a vehicle is stopped, or a main contractor checks permits at the gate, the lorry leaves. Your programme stops. The lorry owner does not carry that cost — you do.
Tipper quotes usually get compared on rate per trip and nobody asks the question. It takes one line: “What carrier licence class is the lorry?” Ask us. Ask everyone else you are quoting.
